Draghi’s 2024 report for the European Commission calls the continent’s productivity problem "an existential challenge", and finds that the gap with the United States "is largely explained by the tech sector". Why this matters for Europe

The usual case for European technology is defensive: keep the data out of foreign jurisdiction. That argument is real, but it is the smaller one, and it only moves organisations that already have a compliance problem. The larger case is competitiveness — Europe has to build technology companies that win, and it will not do that while its own enterprises decide by default.

There is no EU company with a market capitalisation over EUR 100 billion that has been set up from scratch in the last fifty years, while all six US companies with a valuation above EUR 1 trillion have been created in this period. This lack of dynamism is self-fulfilling.
